I don't think the bill addresses fan edits, nor does it specifically allow clean edits to be produced. However, it does allows for technology to be manufactured and marketed that allows users to bypass offensive content for family viewing. It also allows for home software to make such discs for private use, but the discs themselves must not be 'fixed' - all of the original content must be on the disc. An interesting move nonetheless.
