To legally release it you would need the permission of he author i
believe. Whoever made the tape would own the copyright in the work.
- speaking from a rudimentary understanding of copyright law.
it seems like a similar situation as the Iridial Conet Project. but in
their case as no organisation will admitt to broacasting the signal
they can do it.
