Here are some older article on the case, seems that it's been going on for some time, and the articles also go into how Ms. Parks has been defamed by other entertainment activities, which could be the cause of this ongoing debate, or she just doesn't like her name next to 'bad' words.

"The heart of Parks' case is that OutKast used her iconic name for commercial gain without her permission."
"As a result, the panel sent the matter back down to the lower court, and ordered Hackett to hold another hearing to determine whether OutKast's use of Parks' name was really a "disguised commercial advertisement.""

Reed asserted that Parks's name was used for advertising, marketing, commercializing, and exploiting the song to draw consumers' attention.

"Beck said one of OutKast's lines in the disputed song, "move to the back of the bus," was derived from Parks' experience. OutKast intended the line as a message of displeasure to other rap artists that OutKast doesn't approve of, Beck told the judges.
"They are tying themselves to her, metaphorically," Beck said of OutKast.
But Holschuh responded: "The fact is, counsel, that that's the antithesis of what Rosa Parks stood for. She refused to move to the back of the bus.""

Ms. Parks wants her lawsuit reinstated. She is seeking damages in excess of $25,000.
