Yes, that's a very nice idea! So where should the extra money for the
taxes come to pay the fees? Album sales! But er... no. Everything I
think of that could be added already exists. You could maybe have to
licence your release - but legally you are supposed to do that anyway.

I know - what about when you are involved in an accident and a driver isn't
insured? Well it goes to the Motor Insurer's Board - they get their money
from every Motor Insurance company - in other words the Motor industry is
taking care of itself, yes? The legal fees are separate too, but hopefully
you get my gist.

Well howabout everyone who puts their work into the public eye (releases,
performances, writings) pays insurance? This is probably full of huge
holes, so do pick at this.
